The applicants said the decision followed the ADU ordinance the council adopted earlier; staff confirmed ADUs are permitted in the zoning districts specified for the property (RG and AG) and noted they are not allowed in R-1 zoning. The Marshalls said their in‑laws have significant health needs and the ADU would put them near family caregivers.
Council opened a public hearing, heard the Marshalls’ explanation and then approved the specific-use permit by roll call. The council did not attach additional conditions beyond standard permitting and building-code requirements; the applicants must submit construction plans and obtain building permits before work begins.
Staff said this is the first ADU request processed under the city’s new ordinance and that officials expect additional ADU requests as neighbors see the option.
