Staff recommended awarding outfall No. 23 to Emerald Coast Site Construction for $190,002.88, the portion of work that can be completed within the remaining funds. A staff speaker explained the overall low bidder submitted a lump-sum cost larger than the remaining appropriation for the full scope, so staff recommended awarding only the single outfall that needs the most work and that fits within the available reimbursement.
"We have $223,000 left in the appropriation ... so we have that project will be a $190,000 and then we have some engineering, and we'll submit for the reimbursement," a staff speaker said. Commissioners asked whether the award would cover all remaining outfalls; staff answered it would not and that additional projects could be submitted for future legislative appropriations or funded from other sources, including resiliency grants.
