Board approves memorandum of understanding with Scouting America for in-school program

The Petersburg City Public Schools board on Aug. 6 approved a memorandum of understanding (MOU) with Scouting America’s Heart of Virginia Council to continue and expand an in-school scouting program serving elementary students. Why it matters: The program runs in elementary schools as a monthly elective during school hours and aims to teach life skills, citizenship, STEM, first aid and outdoor skills to K–5 students at no cost to families, using two‑adult leadership and council support to cover membership and supplies. Myron Kidd of the Heart of Virginia Council described the in-school program, which serves one grade level at a time as an elective during resource periods. He said the program has run in the district for about four to five years, teaching skills that include CPR, camping, STEM and character development. Board action: The board approved the MOU by roll call; votes recorded show six affirmative votes and one abstention (Hal Miles). The board will vote on the MOU as an action item; the approval authorizes the superintendent to finalize the agreement and implement the program under the presented terms. Logistics: Kidd said the Heart of Virginia Council provides two-adult leadership (“two deep” leadership) and that the in-school program is free to students thanks to council and foundation support. Board members requested a calendar of activities so members and parents can observe sessions. The superintendent said the MOU will move forward and the related agenda item will be completed.
