A board member said Buchanan had been previously stopped for pressure washing without prior board permission; the record states, "He's been doing this for a couple weeks, and he got shut down last [time] by not getting the proper permission from the board of works to do that." The motion to allow the temporary closures included a request that Buchanan notify the affected business owners of potential delivery impacts; Buchanan agreed to do so. The board approved the closures by voice vote.
