City Attorney Green told the commission that the board’s motion to reconsider was procedural; it was made and seconded at the planning-board meeting and continued to the next meeting to resolve questions about the precise conditions the board intended. Green said an order has been drafted that, in her view, clarifies the conditions and that the property owner is not barred from signing the order. Eileen (planning staff) was present and staff said the explanation and order should streamline the process and avoid later misunderstandings that would slow permitting.

Commissioners asked about the process and whether the commission could intervene; Green said the normal remedy is for the board to clarify the order at its next meeting and that it was likely the most efficient path to reduce downstream delays.
