Board approves winter ice rink at waterfront open space for 2025–26 season

The CRA on Sept. 2 approved Resolution No. 25-35 to permit use of open space under an existing ground lease with Navarro Lowry Waterfront LLC for a public ice‑skating rink during the 2025–26 winter season. The third amendment allows an installation and concessions to operate Nov. 1 through Jan. 4, reduces the open‑space closure hours from the lease maximum for the activation, and includes a provision for equal‑opportunity pricing to keep admission accessible.

Kelsey King, CRA project manager, described the amended terms: the rink and concession area will be tented and open for public viewing without purchase; skating ticketed admissions will be $25 for skaters, and nonprofit organizations will be invited to participate by decorating trees and receiving complimentary space for community engagement. Bernardo Neto, general manager of the Ben Hotel, reviewed year‑one attendance and marketing outcomes: peak attendance around Thanksgiving and before Christmas, about two‑thirds of attendees from Palm Beach County, and national media coverage that produced substantial earned‑media impressions.

Neto said the rink footprint will increase from 40 by 66 feet to 50 by 66 feet for year two and that sponsors and local vendors will be sought to reduce admission costs. Commissioners praised the activation’s tourism and community benefits, noted coordination with the city’s events team, and approved the use by voice vote with no opposition.

Staff said the activation will return with operational details and vendor arrangements as required by the lease amendment and associated permits.
