Council approves planned‑development rezoning for McCarty transitional housing project

The Lafayette City Council approved Ordinance 2025‑33 to rezone a city parcel for a planned development to house permanent supportive and transitional housing run by Lafayette Transitional Housing (McCarty Hope Apartments).
Attorney Joe Bumbleberg, representing the petitioner, told the council the plan is to create supportive housing with services on site; the first phase is expected to include 26 units and a clubhouse with supportive services. The project was discussed and approved by the Area Plan Commission before coming to council.
Mayor and staff described the site as property the city acquired in a trade related to the Aratz Airport property and said the location is centrally placed with transit access. Mayor and staff said the city will partner on the project and contribute the site as the city’s part of the project contribution.
Speakers from the public who supported the project included advocates and people with lived experience of housing instability; several urged the council to proceed because of local need for affordable and supportive housing. Nate McBurnett, who identified himself as working for the Area Plan Commission, reminded council members that transit service that currently serves the McCarty area is planned to be phased, and he urged coordination with transit staff to preserve service for residents.
Council approved the rezoning on a roll call vote of 8–0. Councilmembers noted construction is likely to follow a development schedule and that further project details (financing, timing and site preparation) will be worked out with the petitioner. Staff said construction activity and first‑phase occupancy likely will occur in 2027 or later, after site preparation and bidding.
