The Deltona Planning and Zoning Board unanimously recommended the City Commission adopt ordinance 34-2025 to amend the city’s PUD (planned unit development) rules, reducing the minimum parcel size for PUDs to one acre and clarifying the permitted-use table for PUD zoning.
Planning director Jordan Smith told the board the amendments are “designed to improve flexibility, clarity, and alignment with the city's long-term planning goals,” and that the changes would promote infill redevelopment and allow more creative site designs while retaining design standards.
The change would lower the existing PUD minimum parcel size, which a board member identified in the meeting as 5 acres, to 1 acre. Staff recommended approval, saying the edits are consistent with Deltona’s comprehensive plan and would streamline review by clarifying which uses are allowable within PUDs. The planning and zoning board voted to recommend adoption; staff noted the item will go to the City Commission for a first reading on Sept. 3 and a second reading and possible adoption on Sept. 15.
Board members raised no substantive objections during the hearing. One member asked that future minutes highlight specific edits to the record copy; staff agreed to note that for subsequent meetings.
If the City Commission adopts the ordinance, properties previously too small to form a PUD would become eligible, subject to the city’s PUD design and buffering standards.
