The City of Clearwater Code Enforcement Board on Aug. 27 entered an order finding owners of 1877 Springtime Avenue in violation of property‑maintenance codes for roof maintenance, boarded doors and windows, and deteriorated exterior surfaces.
Inspector Gregory Dixon presented photographs showing a tarp on the roof, boarded windows and limited change since initial postings; staff said mailings had been returned and the property was reposted. Dixon requested an order requiring the owner to remove boards and coverings, repair doors and windows and replace peeling or defective exterior elements.
The board voted to find a violation and entered an order requiring correction by Oct. 1, 2025. The order set a civil fine of $150 per day per violation for each day the violations continue after that date and advised owners that unpaid fines and fees three months after a lien is filed could permit city foreclosure or collection actions.
Dixon told the board he had seen people come and go at the property but that residents did not speak with him. The front yard had been mowed recently but other conditions remained. The enforcement action is limited to the violations presented at the hearing; staff will track compliance and return to the board if necessary.
