Hampshire County commissioners on Aug. 26 authorized President Eglanger to sign a county support letter for phase 2 of courthouse facilities repairs and agreed to let the president and clerk execute a resolution enabling the county to apply to the West Virginia Courthouse Facilities Improvement Authority (CIFA) and seek reimbursement if awarded.
Grant writer Rolf Ronken told the commission the phase‑1 work totalled about $143,000 and that CIFA operates as a reimbursement program; applicants must spend funds first and then receive reimbursement. He said the grant application requires a 20% local match and that he expected CIFA staff to review the packet quickly. Ronken asked for two signatures: one for the support letter and one for the resolution that authorizes the county to seek reimbursement.
Commissioners agreed to sign a county support letter and moved to authorize President Eglanger and Clerk Scribe to execute the resolution "upon completion of the packet," enabling staff to submit the application before the stated deadlines. The commission recorded a voice vote in favor.
Ronken said he already had support letters from Delegate Hillenbrand and expected a senator's letter shortly; he asked that, once his packet was complete, the president be permitted to sign it before the next meeting to meet the submission cutoff.
Commission discussion noted that CIFA is a state agency (Courthouse Facilities Improvement Authority) that administers reimbursements and that Hampshire County has received CIFA funding in prior phases. Commissioners expressed appreciation for the grant writer's work and the legislative support the application had already garnered.
