Staff reports on subrecipients’ program status; some awards closed out, others show remaining balances

City staff presented an update on Sept. 9 to the Neighborhood and Affordable Housing Advisory Board on the performance of subrecipients in the City of Clearwater’s community development programs, including CDBG public services, CDBG economic development, CDBG public facilities and CDBG-CV activity.
The nut graf: The periodic subrecipient progress report helps the board monitor whether nonprofit service providers and partner agencies are expending awarded federal and local funds and whether projects will meet activity deadlines or require amendments to carry funds forward.
Toni Perez, who delivered the subrecipient progress report, said some public-service awards were largely expended; several facility and improvement projects remain active and are drawing funds. Perez listed named subrecipients and reported remaining balances as of the August/September snapshot she used for the report: Metropolitan Ministries had a remaining balance noted in the report, Westcare Gulf Coast had some remaining funds, and Saint Vincent de Paul (South Pinellas) declined an award earlier in the process and therefore is not expending funds under that line. For economic development, Perez said Prospera had a remaining balance of slightly under $34.50 at the time of the report. For SHIP-related housing activities, Perez reported Suncoast Housing Connections had about $11,000 remaining and Clearwater Neighborhood Housing Services had about $13,075 remaining. For TBRA (tenant-based rental assistance), Perez said the Clearwater Housing Authority had a remaining balance of approximately $2,384.44 and that the TBRA agreement is a two-year contract and has had draws since the snapshot.
Perez emphasized that public-services awards under regular CDBG generally do not carry forward automatically at fiscal year-end, but public-facilities projects may be carried forward through amended agreements so construction and improvement projects can be completed. The board did not record a formal vote on the subrecipient report; staff answered questions and confirmed work remains active on several projects.
