Cookeville approves final change order for Tenth Street Phase 2, reduces contract and sets substantial completion

The Cookeville City Council on Sept. 4 approved change order No. 2 for the Tenth Street widening project, Phase 2, closing out the construction contract and setting a substantial completion date at the meeting date. Ms. Elrod, project staff, said the change order is a final adjusting order that deducts unused contract items and accounts for additional work such as irrigation and related construction items. Ms. Elrod told council the change order is a deduction of $78,635.38 and will bring the final construction contract for Tenth Street Phase 2 to about $8,240,154.62. She said the contract time will be set to 486 days, a reduction of 54 days from the original 540‑day schedule; the project was originally budgeted at $10 million and to date about $9.3 million has been spent with roughly $500,000–$700,000 budgeted in the next fiscal year for project closeout work. Councilmembers praised staff and contractors for completing the project under budget and ahead of schedule. The council moved the change order, took a vote and approved the adjustment and the substantial completion date. The action on Sept. 4 formalizes final contract quantities, documents the deducted items and sets the official completion date used for administrative closeout. City staff said remaining internal closeout activity will continue into the next fiscal year.
