The Planning and Development Board unanimously approved a special exception and a variance that allow the reinstatement of an auto‑service operation with drive‑through lanes at 6190 Hollywood Boulevard, after the applicant agreed to site improvements, added landscaping and a reduced number of outbound stacking spaces.
Carmen Diaz, planning staff, said the applicant — Westover Hollywood LLC — sought to reinstate a nonconforming auto service use in the South Mixed‑Use District and to reduce the code‑required outbound stacking spaces for the drive‑through. Diaz said the applicant proposed six inbound stacking spaces and asked to reduce outbound stacking from four to zero, arguing that vehicles depart promptly after service.
Rod Feiner, attorney for the applicant, said the operation is a low‑intensity “take‑5” oil‑change model with two service bays that historically required fewer stacking spaces than a full auto repair shop. He added the applicant would eliminate a redundant curb cut on 60th Second Avenue, dedicate green space, and make other site improvements. Feiner told the board that local examples and operator data show typical maximum queues of three cars and that the proposed stacking and parking supply would be sufficient.
Board members asked about traffic and the nearby Turnpike interchange; staff said no off‑site traffic mitigations were required after engineering review. Feiner said the applicant conducted public outreach; four neighbors attended and supported the project.
The board voted first on the variance and then on the special exception; both motions passed unanimously. Conditions include addressing outstanding building‑permit comments and finalizing site improvements at the permit stage.
