Deltona CRA adopts balanced $3.29 million budget; sets aside $200,000 business grant

The Community Redevelopment Agency board of the City of Deltona on Aug. 25 adopted its fiscal year 2025-26 budget, approving Resolution No. 2025-105 and directing staff to submit the document to Volusia County and the Deltona City Commission for their review.

The resolution, approved on a 6-0 vote, sets total CRA revenues at $3,286,200 and includes $200,000 in grant funding for a new business assistance program that staff said will begin after the start of the new fiscal year. "We're ready to roll that out after the start of the new fiscal year, which would be October 1. And the amount that you selected for that was $200,000," said a staff member, Mister Doncox.

According to staff presentation materials read into the record, the budget shows operating expenses that include the $200,000 in grants, minimal operating expenses, and $3,000,000 in capital outlay for corridor improvements. The resolution language directs the city manager or designee to submit the adopted budget to Volusia County and the city commission and provides for implementation and an effective date.

Member Avila Vasquez moved to approve the resolution; Member Santiago seconded. The clerk recorded the motion as passing 6 to 0. For the record, board members who voted in favor included Member Avila Vasquez, Member Caldwell, Member Colwell, Member Harriet, Member Howington and Member Santiago.

Board members and staff thanked the finance and legal teams for their work preparing the budget. No amendments to the budget were proposed during the discussion; staff said the expenses match the revenue projected in the plan.

The CRA meeting then adjourned and the body moved on to the city commission workshop later the same evening.
