The Deltona City Commission on Sept. 8 approved an ordinance amending the city’s zoning code to reduce the minimum parcel size required to create a Planned Unit Development (PUD) from five acres to one acre and to update the table of permitted uses within PUDs.
City planning staff said the change is primarily a cleanup following recent PUD code amendments and will allow PUD zoning to be used in areas with smaller, undersized parcels — for example, parts of the Osteen local plan area. Planning staff presented the amendment, noting the Planning & Zoning Board recommended approval by a 7–0 vote at its Aug. 20 meeting.
Planner Jordan Smith explained the amendment was intended to return the code to a previous standard in which a one-acre minimum was allowable, improving development flexibility in built areas where lot consolidation to reach a five-acre threshold would be impractical. “There are certain areas of the city that require a PUD in order to implement, including the Osteen local plan area, which includes many undersized parcels,” staff said.
The commission voted to approve the ordinance at first reading. Staff said the update clarifies permitted uses inside PUDs and will be codified consistent with the ordinance provisions. No commissioners raised substantive opposition to the amendment during the hearing.
The change takes effect after the ordinance’s adoption process is complete and any required second reading and codification steps. Planning staff told the commission the amendment will make it easier to use PUD zoning tools to implement small-lot redevelopment or infill projects in areas where larger minimum parcel sizes have impeded such efforts.
