Evanston approves memorandum of agreement for Purdue Pharma opioid settlement funds

Evanston — The City of Evanston authorized execution of a memorandum of agreement to accept funds from the Purdue Pharma LP opioid settlement, a step required to receive the municipality's share of litigation proceeds distributed through state allocations.

City staff explained that the settlement payments are allocated at the state level and that Evanston's share is a portion of Wyoming's allocation; staff said the city's share is derived from the state's portion and that Evanston's percentage would be applied to Wyoming's settlement distribution.

During discussion Councilor Lynn urged prioritizing prevention for youth: "I'd just like to see some of that funneled toward the kids if we can," he said. Staff noted permitted uses are primarily for opioid treatment, prevention and related services and that allowable expenditures include treatment support and services such as childcare for people in recovery.

Council members sought and received context on prior receipts: staff said Evanston had received about $158,000 to date from opioid-related settlements and that past uses included purchases such as an ARCAN device and training, including cyber training for law enforcement.

A motion to approve the memorandum of agreement passed by voice vote. Councilors discussed using new funds for local prevention and treatment partnerships if and when payments arrive; no specific spending plan was adopted at the meeting.
