Council members noted that filling vacancies does not necessarily eliminate overtime, because fully staffed shift patterns can increase overlap and overlap-related overtime.
Staff and the police chief outlined sources of third-party overtime reimbursement, including event reimbursements (for example, by LTAC for the Oyster Run), Island County or state reimbursements for regional responses (Stone Garden, drug-recognition calls) and traffic-safety emphasis grants. Committee figures showed roughly $47,000 in reimbursements in 2024 and about $23,000 so far in 2025; speakers characterized reimbursements as a partial offset to overtime costs.
