City signs MOU with Sabine River Authority for swift-water rescue training

Council authorized a memorandum of understanding (MOU) that allows the Orange Fire Department to use Sabine River Authority (SRA) canal property to conduct swift-water rescue training. Fire Chief Bilbo described the training need and the value of bringing Texas A&M Engineering Extension Service (TEEX) courses to the city: "Since I've become chief, the City of Orange Fire Department has become a official training site for the state of Texas. We have been bringing, TEEX down, and they've been putting on training for us. It’s free of charge."
Chief Bilbo explained that swift-water conditions exist locally and that SRA staff offered flexibility at pump stations to create current for realistic training. He said the class filled up in about three days with participants from Houston, Baytown, Beaumont, Port Arthur and East Texas. Councilmembers commended the collaboration and approved authorizing the chief to execute the MOU.
