Shagley told the council the petitioner was withdrawing the ordinance and asked that the council allow the withdrawal. The council first voted to take action on the item and then voted to withdraw special ordinance 38-20-25; the transcript records voice votes with "aye" and the chair announced the ordinance withdrawn.
