City approves emergency railroad contracts for West Side waterline, declares surplus pipe for auction

The City Council of Orange on Sept. 9 approved emergency engineering and construction contracts related to the West Side waterline Phase 2 project after crews encountered an obstruction beneath a railroad track. Staff described the work as required by federal railroad criteria to protect rail traffic and restore track conditions.
Staff recommended and council approved a $24,435 contract for 10 days of engineering services and a $150,068.75 contract for construction services to repair and restore the track; council members recorded aye votes and the contracts will be paid from the Enterprise Fund reserves. A staff member described the need: "as we were installing the waterline beneath the railroad track, we had an obstruction. Railroad criteria and, regulations required some emergency activities for us to remove the pipe that we are attempting to install and move it to another location."
Separately, staff asked the council to declare pipe purchased before 2022 as surplus after a change to a pipe-bursting construction method made the existing inventory unusable for the Sunset Park portion of the project. Staff said about 500 feet of 4-inch and 3,500 feet of 6-inch pipe would be kept in limited reserve and the remainder auctioned locally through a Renee Bates auction. Council approved declaring the material surplus and authorizing disposal by auction.
