The City Council of Orange, Texas, disclosed the results of an executive session Sept. 9, 2025, saying City Manager Mike Coates received a positive annual evaluation and council approved compensation and benefit adjustments. Mayor Larry Spears Jr. announced the actions after the closed session. "Mr. Coos received a wonderful evaluation," the mayor said when reporting out of closed session.
Council reported approval of a $5,000 salary adjustment and a $12,000 per-year vehicle allowance for the city manager, continuation of five days of administrative leave per year, and enrollment in long-term disability insurance. The announcement described those items as requests from Coates that were discussed and approved during the closed-session evaluation.
The decision was described to the public in open session without a recorded roll-call vote at the time the actions were reported. The city earlier convened an executive session for “deliberation, negotiations with firefighters, negotiations with Orange Municipal Police Association, and personnel matters regarding the evaluation of Mr. Mike Coates,” and returned to open session to report the outcome. The council did not introduce new policy changes in the public notice; the disclosure related to personnel compensation and benefits for the senior manager.
