Council accepts DEQ loan offer for wastewater master plan; $100,000 forgivable

The Sutherland City Council approved Resolution 2025.10 authorizing the city manager to execute financing documents with the Oregon Department of Environmental Quality for a wastewater collection system and facilities master plan. Chris Gilbert, community development, said the city applied to DEQ on Dec. 13, 2024 and was notified June 20 that the project was added to DEQ’s intended use plan.
Gilbert described the scope as an update to the wastewater facilities plan consistent with DEQ guidelines, including an existing system evaluation, hydraulic modeling to identify collection system deficiencies (including I&I) and a facilities evaluation to address new nitrate/nitrite discharge limits in the city’s NPDS permit. Gilbert said the approximate loan amount applied for is $180,000 and that about $100,000 of the loan is forgivable, reducing the city’s net repayment obligation.
Council voted to approve the resolution authorizing loan execution documents; the motion passed unanimously. Gilbert said the remaining project costs are budgeted in the city’s project funds and that advancing the master plan will allow the city to identify capital needs and pursue design and funding for any required improvements.
