Council updates public contracting rules to reflect state law and lower thresholds for small-city practice

The Sutherlin City Council approved an ordinance (Ordinance No. 1101) updating municipal public contracting rules in Chapter 2.36 to align with state statutory changes and to set procurement dollar thresholds appropriate for a small city.
Finance Director Tammy Trobter and the city attorney led the update, which incorporates state rule changes enacted since 2005, adds provisions addressing contractor debarment and construction-related personal services, and updates noticing practices to allow electronic advertising. The council’s finance committee recommended lower thresholds (small/intermediate categories) to better match local spending patterns rather than state thresholds intended for larger municipalities.
Staff noted the ordinance document included bold/italic insertions and strikeouts of former dollar thresholds to show the changes; three procurement guides were provided to help staff and council interpret the new thresholds and steps for sole-source procurements and construction services.
The ordinance passed on first reading and the council recorded the vote in favor. The council may approve technical changes prior to final adoption, and staff said they will implement the updated procurement guides and training for departments.
