The Sutherlin Urban Renewal Agency and City Council approved several items during the meeting: a façade-improvement grant for a downtown property, an engineering design and construction management contract for Oak Street infrastructure, the purchase and financing of an aerial ladder truck for the fire department, and a budget-committee appointment.
Urban Renewal grant: The Urban Renewal Agency approved a façade-improvement grant for 116 West Central Avenue. Brandon Badaris of Community Development said the applicant requested $32,500 and qualified for $25,000 based on linear frontage; the Urban Renewal Task Force recommended approval. The agency voted to approve the grant in the amount of $25,000. Oak Street engineering contract: Christy Gilbert, representing Crean Development, requested the council award an engineering design and construction management contract for the Oak Street infrastructure project to Civil Solutions Engineering LLC. Council approved the award not to exceed $582,208; staff confirmed the contract will be paid from a Business Oregon reimbursement grant. Vote recorded: Councilor Sarnoski — aye; Councilor Smalling — aye; Councilor Hamilton — aye; Councilor Whitaker — aye; Councilor Woods — aye; Mayor Sumner — aye.
Ladder truck purchase and financing: Deputy Chief Scott McKnight presented a request to purchase a 2019 HME 80-foot aerial from Greenwood Lake Fire Department (New York) for $700,000, plus an additional $25,000 estimated for shipping, relabeling and radios. Fire staff said a new replacement would cost about $1.5 million and that the used vehicle (about five years old, low mileage) would serve for 25 years. Finance Director Tammy Trowbridge described a proposed 10-year lease-purchase with Umqua Bank at a rate staff said was 4.95% after negotiation. Council approved the purchase and authorized staff to proceed with the proposed financing. Vote recorded: Councilor Sarnoski — aye; Councilor Smalling — aye; Councilor Hamilton — aye; Councilor Whitaker — aye; Councilor Woods — aye; Mayor Sumner — aye.
Budget committee appointment: Staff recommended and the council appointed Richard Hancock to fill a budget committee vacancy with a term ending Dec. 31, 2025. Vote recorded: unanimous in favor.
Additional items: Staff also presented a business-license proposal and recommended a council workshop; council requested staff schedule a workshop for detailed review. Staff briefed the council on executive recruitment firm scoring with a recommendation to return with a final recommendation at the next meeting.
