Sutherlin Urban Renewal Agency adopts $1.53 million budget for 2025–26

The Sutherlin Urban Renewal Agency on May 12 adopted Resolution UR2025.03, approving a $1,534,800 budget for fiscal year 2025–26 and authorizing appropriations and tax increment financing as set forth in the plan.
City Finance Director Tammy Trowbridge opened the public hearing and described the action as “a public hearing for resolution UR2025.03” and told the board that “the budget committee deliberated and approved the budget in the amount of $1,534,800 on 05/19/2025.” Trowbridge told the board that budget adoption is required before the new fiscal year begins on July 1 under Oregon revised statutes.
No members of the public spoke during the hearing. After closing public comment, a board member moved to adopt the resolution; the motion was approved in a roll-call vote with all members present voting yes. Those recorded voting in favor were Larry Whitaker, Michelle Sumner, Lisa Woods, Gary Daigle, Adam Sarnoski, Sean Smalley and Debbie Hamilton.
Adoption authorizes the agency to receive tax increment financing as set in the urban renewal plan and to appropriate funds announced in the approved budget. The board did not amend the committee-approved budget during the meeting.
The agency’s adoption must be completed before July 1 to comply with state budget-timing requirements; the board completed that step on May 12, 2025.
