Sutherlin planning commission postpones Clark Property Management hearing to April 15

The Sutherlin Planning Commission announced on March 18 that the legislative hearing for Clark Property Management LLC, file 24-S012, has been postponed to April 15, 2025, at 7 p.m.

City planning staff told commissioners the postponement followed a letter from the Oregon Department of Transportation (ODOT) received the night before the staff report was legally required. “We received a letter from the Oregon Department of Transportation at 05:30 the night before the staff report was required … with some conditions that the city was not okay to just accept,” a city planning staff member said.

The staff member said the city intends to meet with the project applicant, the traffic impact analysis engineer and ODOT before issuing an updated staff report for the April hearing. Staff also said the traffic impact analysis and related maps previously mailed with the November packet will be re-sent digitally to commissioners.

Under the process explained at the meeting, the planning commission will review the staff report (required to be available at least seven days before a hearing), consider any written or oral testimony, and make a recommendation to the city council. Staff described four possible commission recommendations: approve as submitted, approve with amended conditions, continue to a later date, or deny the application. City council would then take final action by ordinance.

Also at the March 18 meeting the commission approved the minutes from the Jan. 21, 2025 regular business meeting by voice/roll-call vote. Several commissioners recorded “aye.”

What happened: the postponement was announced by staff and recorded as a scheduling change; no formal commission vote on the postponement was recorded in the meeting transcript. Staff attributed the delay to the timing and content of ODOT’s letter and said additional coordination is needed before the commission issues a recommendation.

Looking ahead: the commission will receive the revised staff report and the traffic impact analysis ahead of the April 15 hearing if staff and the applicants complete the coordination described; commissioners were told to expect the staff report at least seven days before the rescheduled hearing.
