Sutherlin staff updates Dakota Street signal plan, Safe Routes grant shortfall delays Waite Street work

Planning staff updated the Sutherlin Planning Commission on Jan. 21 that work to improve Dakota Street circulation and intersection operations is advancing through a Transportation Growth Management (TGM) grant and forthcoming meetings with the Oregon Department of Transportation (ODOT).
Staff said Dakota Street currently functions as a three-way intersection and the project aims to reconfigure it to a four-way crossing, improve internal circulation, and clear longstanding annexation conditions on the south side of Highway 138. “We actually have a meeting, in the next week or two, with ODOT,” a staff member told commissioners.
On a separate item, staff told the commission that Sutherlin was not selected this cycle for a Safe Routes to School grant to support Waite Street work. A resident asked about the Waite Street timeline; staff said grant selection committees had met and that Sutherlin’s project was not on the selected list this time. Staff described wetlands and a bridge alignment as complicating factors and said the city has identified a mitigation site at Fort Pond.
Staff also cautioned that introducing federal dollars to a local project can change the rules applied to the entire project. “There’s a saying that when you introduce federal dollars to a project ... it federalizes the whole project,” staff said, explaining that federal funding can trigger additional standards and requirements for the whole undertaking.
Why it matters: Reconfiguring Dakota Street and completing Waite Street repairs affect traffic safety, multimodal access and property development on the south side of town. The Safe Routes grant denial requires staff to pursue alternative funding or redesign options.
Next steps: staff will meet with ODOT on Dakota Street scope and procurement, continue work on wetland mitigation planning tied to Waite Street, and investigate alternative funding if Safe Routes funding is not available.
