The Sutherlin City Council voted to adopt resolution 2025.02, approving enterprise reserve fund loan agreements to formalize repayment of funds used to purchase the Oak Street property. The council also voted to approve a surplus-property resolution for police equipment and confirmed several committee and board appointments during the meeting.
The loan agreement, described by Tammy Trowbridge, Sutherlin’s finance director, formalizes a repayment schedule for money drawn from the water and wastewater equipment reserve funds to reimburse the general fund for the Oak Street acquisition, a purchase the staff said totaled $560,000. Trowbridge said the loans come from the equipment reserve category, not from operating or construction reserves, and noted the funds have been built up over roughly the last 10 years to cover equipment replacement and similar needs. She said the city has spent roughly $50,000 from those reserves over the past five years on pickups and forklifts and that the loan can be repaid early without penalty if private investment on the project arrives sooner.
The purchase and the use of enterprise reserves prompted several public comments.
