Urban Renewal Agency budget deferred after committee flags multi‑million shortfall

During the meeting the Independence Urban Renewal Agency (URA) budget was reviewed and members voted to defer final action until the city's budget process is further along.

Staff described the URA budget as focused primarily on debt service, with the district’s current revenues consisting largely of tax‑increment property taxes and transfers from the city for debt obligations tied to shared projects. At the meeting staff noted an audit finding requiring a correction to avoid budgeting contingency in the URA capital projects fund; committee members moved to remove that contingency line item and to roll the amount into ending fund balance as permitted.

Committee members also discussed a larger funding gap: staff and councilors reported that earlier projections (dating from around 2016) had overestimated property‑tax receipts and underestimated debt obligations, producing a cumulative shortfall in the URA near $3.1 million. Staff said the gap arises from a combination of lower than projected tax increment collections and higher than projected debt payments related to infrastructure investments in the district; staff said they will provide a consultant report and options for rescheduling or restructuring payments. Given those unresolved questions the committee approved a motion to defer approval of the URA budget pending further council and staff work and to revisit the URA numbers after the city budget work is complete.

The deferral means the URA will not finalize new appropriations at this meeting; staff said URA line items will appear again in the city budget document and that the committee can act on them after the council and finance staff have addressed the noted shortfall and audit corrections.
