Council approves annexation and rezoning of 8.9-acre Corvallis Road parcel for low-density housing

The City Council on April 8 approved the annexation and rezoning of an 8.9-acre parcel at 6675 Corvallis Road (west of the railroad) to city low-density residential zoning after a public hearing and staff recommendation.
City Planner Fred Evander told the council the parcel has been in the urban growth boundary for decades and that city facility plans assume the site is developable. Staff recommended approval, with two conditions: the applicant must assist the city with any required wetland land-use notifications before future development, and any development must meet the city’s public-works and development-code standards.
Planner Evander said the city also included a portion of a 50-foot city-owned right-of-way directly north of the parcel to make the boundary coherent. Public comment included concerns about traffic, emergency access and the effect of development on nearby animal habitat. Dakota Hudson, a nearby resident, asked councilors to consider traffic and emergency egress options early in the planning process.
Councilors discussed the limits of annexation review at this stage — transportation impacts and school capacity will be evaluated when the site is proposed for subdivision or development. One councilor emphasized that a “yes” vote at annexation does not relieve councilors of hearing constituent concerns but noted courts restrict consideration of some factors at the annexation stage. Council motioned and passed the ordinance to annex the property and rezone it to low-density residential.
