Council directs staff to pursue community partners for Independence Days and to plan budget change for 2025–26

Councilors and staff discussed Independence Days operations during a broader budget work session Wednesday. City Manager West and other staff explained the event’s budget, the role of the downtown manager and the tourism and events fund (primarily supported by transient lodging tax revenue). Staff said the downtown manager position currently coordinates Independence Days and other events and that the downtown manager will depart later in 2025.
Multiple council members and staff described the event as large and resource-intensive; West said the event is a $200,000–$230,000 annual program and stressed the city will need to decide whether to continue direct management or transition the event to a community organization. The council asked staff to continue conversations with the Independence Downtown Association (IDA) and the Chamber of Commerce about taking over Independence Days, to consult the hotel partner agreement and to report back.
Council consensus at the meeting was to continue pursuing community partners. West confirmed that Independence Days would remain a city-managed event for July 4, 2025 but that staff will budget for a transfer so that the event would no longer appear as a full city operation in the 2025–26 budget if partners agree to assume responsibility.
Staff also discussed tourism and events funding sources and how TLT revenues and gate fees have supported the tourism and events fund in recent years; staff noted that the fund has covered downtown manager salary in current budgets but that the fund does not fully cover all staff time at events.

Staff will pursue negotiations with IDA and the Chamber, evaluate the hotel agreement and return to council with a proposed agreement and budget changes. July 4, 2025 will continue as a city-managed Independence Days event unless a transfer is finalized before that date.
