Council hears grant update and potential federal funding freeze affecting water and housing projects

Sean Urban, staff member, told the Independence City Council on Jan. 28 that the city has secured a range of federal and state grants for capital and community projects but that a recent federal funding freeze could stall work on several of them.

The update outlined congressional earmarks for Cornell's water line and the Chester Street bridge, Community Development Block Grant (CDBG) awards including a $500,000 CDBG pass-through for sewer infrastructure tied to an affordable housing project, and an Economic Development Administration (EDA) award for wastewater treatment upgrades. "This is a FEMA building resilient infrastructure and communities and grants, to try to fund the drinking water treatment facility. It's up to $50,000,000," Urban said.

Why it matters: several of the city's high-cost capital projects — notably a planned drinking water treatment facility and wastewater treatment upgrades — rely on outside funds. A pause or rescission of those funds would change project timing and the city's financing needs.

Urban described a mix of awarded and active grants the city is administering, and he noted the work required after awards: tracking signatures, federal paperwork and reporting. He singled out larger opportunities now in development, including the FEMA BRIC (Building Resilient Infrastructure and Communities) grant for the drinking water plant and a $4,000,000 EDA award for wastewater treatment work.

He also warned that an executive action from the federal government has introduced a temporary freeze affecting multiple programs. "That freeze would affect several grants, that we are currently currently have and more that we're looking at," Urban said. He identified grants tied to staffing and programs — including a COPS-style grant to hire a police officer, childcare business development grants and a housing rehabilitation grant routed through the CDBG program — as among those called out in the freeze.

Urban said some grants with already-executed agreements are likely unaffected: "If we already have a signed agreement, which is the majority of the federal grants that we have, those are no longer frozen. The problem being ... if we go and spend, you know, a bunch of money assuming that we're gonna get reimbursed ... and the decision turns out adversely, we may not have a search of repainless." He advised caution while courts consider parts of the freeze and noted the city will wait for clarity before committing to spending tied to uncertain federal reimbursement.

Council members pressed for regular updates. Mayor (unnamed in transcript) asked staff for status emails to the council as grant programs evolve; Urban responded that staff would inform councilors as decisions or clarifications arrive. Marshall Guthrie, grants manager (present in the packet), was listed as available for follow-up questions.

What remains unresolved: Urban said the effect on some earmarks and on pending grant applications is not yet clear and that the city will "probably gonna have to wait on most, if not all, of these programs ... until this whole thing shakes out." The city will monitor litigation and federal guidance to determine which awards remain available and which are subject to further delay or risk.

Ending: Councilors did not take any formal action on the grants at the Jan. 28 meeting but asked staff to report updates by email and at future meetings as the federal situation develops.
