Public works staff told the committee on Aug. 26 about a paving defect on County Route 31 that was discovered during operations and required corrective work.
Staff described the problem as a “shadow” caused when paver settings were overcorrected, compounded by simultaneous work on two jobs and a covering/compaction issue noticed by the roller operator. The crew corrected the pavement and staff reported material costs for the repair at $143,533. Staff said the corrected road is complete.
To reduce future risk, staff proposed equipping paving crews with a 6‑foot “smart level” to verify slope during operations, improve crew training (including renewed roller and paver training), and create a list of best practices. The department also noted staffing pressures: one trained roller operator left before the season, reducing in‑house operator availability and increasing operational risk.
No formal liability or contractor‑penalty action was reported in the meeting; the department treated the work as an in‑house correction and described preventive measures.
