Human Services Committee approves $985,318 budget amendment for childcare; foster parent recruitment announced

Warrensburg — The Warren County Human Services Committee on Aug. 19 approved a request from the Department of Social Services to amend its budget, increasing revenues and expenses by $985,318 to cover childcare expenses through the end of the year.
"We are looking to amend the budget to increase, the revenue and expenses in the amount of $985,318," said Nina, a Warren County Department of Social Services representative. She told the committee the sum includes rollover from fiscal year 2024 of childcare block grant funds and "an additional allocation received by OCFS of 250,000." Nina said the amendment is intended to cover daycare expenses through year-end.
Supervisor Runyon moved the motion and Supervisor Wilde seconded; the item was approved by voice vote with no recorded opposing votes in the transcript. Committee members confirmed "FFY" referred to the federal fiscal year.
County fiscal staff presented July year-to-date metrics. "Our expenses to budget, we're at 52%," said Jill, a county fiscal officer, and "the revenues to budget, we're at 49%." She noted that overtime usage this year had consumed about 70% of the overtime budget and that the department is encouraging compensatory time in lieu of overtime. Jill described a higher training load and many new caseworkers as drivers of the overtime use.
Social Services staff also publicized a foster care recruitment orientation that evening at 6 p.m. in the Human Services Building conference room; staff identified Rachel DeRose, the county Homefinder, and noted a clip of her on Look TV as part of recruitment outreach.
The committee recorded no additional constraints or amendments to the budget request in the meeting transcript. Department staff said they are maintaining the daycare waiting list and actively preparing the budget for next year.
Less-critical details: staff said they will continue to monitor daycare spending through the remainder of the federal fiscal year and follow standard reporting to the committee.
