Warren County supervisors voted to introduce a local law and authorize a public hearing to continue the county's additional mortgage recording tax, which is set to expire Dec. 1, 2025.
County Clerk Sunny Blatt explained that the current additional tax was authorized by Local Law Number 6 of 2023 and Resolution Number 444 of 2023 and must be renewed by introducing a local law at the Sept. 19 board meeting and adopting it at the Oct. 17 board meeting to avoid an interruption in collection. The law must be filed with the New York State Department of Taxation and Finance at least 30 days before the effective date.
The resolution to introduce the local law was moved by Supervisor Thomas and seconded by Supervisor Driscoll. The committee approved the measure by unanimous voice vote.
Context: The county's current additional mortgage recording tax would expire on Dec. 1, 2025. According to staff, the renewal granted by the State under Home Rule authority would extend the county's ability to collect an additional mortgage recording tax through Dec. 1, 2027, with the same rate remaining in effect.
What happens next: The local law will be introduced on Sept. 19, followed by a public hearing and expected adoption on Oct. 17; staff will file the adopted law with the New York State Department of Taxation and Finance in time to meet the state's 30‑day filing requirement.
