The Warren County Finance and Budget Committee approved a package of budget amendments, grant receipts and personnel items during its meeting.
Key approvals included:
- A request to amend the 2025 county budget by $2,500 to reflect grant funding from the New York State Stop DWI Foundation for a High Visibility Engagement Campaign (item 3a).
- A request to amend the 2025 budget in the amount of $1,515,197 to reflect receipt of New York State Department of Homeland Security and Emergency Services Next Generation 9-1-1 program funding (item 3b).
- Acceptance of $32,182.52 in American Rescue Plan Act administrative funding under resolution 260 of 2022 (item 4a).
- $1,600 to the Warren County Soil and Water Conservation District for GIS software maintenance (item 4b).
- A request to amend the 2025 budget by $126,006.95 (agenda language) to pass through 100% state aid from the New York State Office of Mental Health and the New York State Office of Addiction Services and Supports for cost-of-living adjustments to contracted provider agencies (item 6a).
- An appropriation of $500,000 from unappropriated surplus to cover psychiatric expenses related to competency examination and restoration (agenda item 6b).
- A $3,685 increase to reflect revenue from a 25¢ per-meal increase for Countryside Adult Home home-delivered meals (item 7a).
- A carryover and allocation of $985,318 in New York State childcare block grant funding covering prior- and current-year allocations (item 7b).
- Appropriation of $664,675.36 from the occupancy-tax reserve to cover previously approved commitments, and a separate $7,500 appropriation to sponsor the New York State Tourism Industry Association 2025 awards and summit (items 8a and 8b).
- A personnel action: approval to adopt a collective-bargaining agreement between SUNY Adirondack and the educational support personnel commencing 09/01/2025, contingent on similar resolution by the Warren County Board of Supervisors (finance committee personnel agenda item 9.1a).
- An appropriation of $1,201.08 from the insurance reserve to reimburse DPW for windshield repairs to a county fleet vehicle (item 9.5c).
Most items were introduced by supervisors from the committees that referred them, were moved and seconded on the floor, and were carried without extended debate. Several items were explicitly described in the agenda as 100% grant-funded with no local match required; committee members asked clarifying questions in a few cases to confirm whether funds would require a county match.
What’s next: Where noted (for example, the collective-bargaining agreement), final adoption requires a subsequent resolution by the full Board of Supervisors. Several items will be moved to the Board with the committee’s recommendation.
