Committee approves two solar PILOT agreements and a NYSEG easement

On Sept. 2 the Energy, Environment and Sustainability Committee advanced three routine items related to renewable energy and utility infrastructure.
The committee approved two payment-in-lieu-of-taxes (PILOT) resolutions authorizing the chair to execute PILOT agreements with Wawarsing East Solar LLC (Resolution 410) and Wawarsing West Solar LLC (Resolution 411). Legislators described the agreements as county-authorized PILOT arrangements; committee discussion noted the companies were offering payment in lieu of a standard PILOT receipt (a “reverse pilot” phrasing was used by a member to describe aspects of the arrangements).
