Resolution 407: Gallus Hills
The committee approved Resolution 407, authorizing execution of a $400,000 contract between the county and the Affordable Housing Conservancy to assist redevelopment of Gallus Hills manufactured‑home park and the development of 26 rental units for households at or below 80% of Area Median Income through the Housing Action Fund. A project representative (referred to in the meeting as Mr. Farmer) described changes since the award: the project has shifted from purchasing eight manufactured homes for sale to redeveloping 26 vacant lots for new rental units under state HCR (Housing and Community Renewal) funding parameters. The county said the same county contribution ($400,000) will support the modified project structure; legislators voted in favor.
Resolution 408: Family of Woodstock emergency motel shelter
The committee also approved Resolution 408, authorizing a $500,000 contract with Family of Woodstock to provide emergency motel shelter for people who cannot access the county warming shelter in Kingston during Code Blue periods. Staff stated the contract is 100% state funded, begins Oct. 1 and runs for one year; the committee voted aye to approve the contract.
Pipeline updates and Golden Hill
Members requested regular updates on the county’s housing pipeline—number of units, project status and counts of emergency and supportive housing—proposing a simple monthly bullet list or table. Planning staff said many projects are developer‑led capital projects and that update frequency may vary because the county is not the direct project manager for every site, but agreed to provide an initial presentation and then more concise updates. Staff also announced that the Golden Hill project is slated for occupancy beginning Oct. 1, with an opening ceremony expected in early November and invitations to the legislature to participate.
