Tompkins County updated administrative policy language on Aug. 19 to address responsible and ethical use of artificial intelligence and to adopt a data-retention policy for county records. Both policies were adopted unanimously after committee review.
Kim Moore of the county's information technology services told the Government Operations Committee the AI policy (07-01) is the product of a two-year process using consultant templates and examples from New York State and other counties. The policy requires review and oversight for AI/machine-learning tools through a technology review team, restricts county use to vetted and IT-approved AI services, and calls for staff training and equity review to reduce bias and protect privacy.
At the meeting, legislators emphasized that AI tools are ubiquitous, that the county must protect sensitive and confidential information, and that county staff need training to use new tools appropriately. Members asked that the technology review team consider both risks and possible positive applications of AI for service delivery and operational efficiency.
A separate data-retention policy (07-11) was also adopted; ITS staff said the document provides a baseline and will be refined to address different data types and departmental needs.
Legislators and IT staff agreed the policies are starting points that will need regular updates as technology and regulatory guidance evolve. The legislature approved the policies and directed ITS to stand up the review team, develop training and continue interdepartmental work on implementation.
