Bishop said he has run carriage rides for eight years and typically operates during daylight hours to avoid hazards posed by low light and vehicle headlights; he said he would not normally operate in rain or thunderstorms and that weddings or special events could involve night operations with advance coordination.
Council voted 4‑0 to approve the permit. Staff noted that routes will focus on the downtown square, that carriage operation will avoid roadside pickup on Ranch Road 12 unless arranged, and that operators must maintain insurance and safe operating practices.
