City selects Lake|Flato as preferred design team for Blue Hole Nature Center; $3 million in county bond funds available

Leah Cuddyback, speaking for the parks board and Hill Country Alliance, said the RFQ process yielded two tiers of applicants and that Lake|Flato scored highest. The RFQ asked respondents to emphasize low‑water and conservation practices; the parks group noted the project will be partly funded by a $3,000,000 Hays County parks and open‑space bond allocation. Lake|Flato representatives described a team that includes Lionheart landscape architects and said they will assist with grant research as the city seeks additional funding.
Council approved moving forward with Lake|Flato and authority to negotiate scope and price; staff said if negotiations do not produce agreeable terms the city may select the next firm on the shortlist. No final design contract was executed at the May 15 meeting; the council vote to proceed was unanimous in the recorded discussion.
