The Angleton City Council voted May 13 to approve HDR Engineering’s proposal, not to exceed $70,100, to design and manage the sanitary sewer collection system rehabilitation for Lift Station 24.
Public Works staff explained that the project’s priority shifted after federal environmental review changed area low‑to‑moderate‑income (LMI) designations; Lift Station 24 became eligible under the Community Development Block Grant (CDBG) program. The project will replace clay pipe located under open ditches—identified in smoke testing as a source of inflow and infiltration (I&I)—using pipe‑bursting with HDPE pipe to remove perforated, degraded clay mains.
Staff told council the CDBG award and county agreement are in place; the $70,100 approval covers engineering design and construction administration. Councilmember questions focused on whether the grant funds were in hand; staff confirmed the county‑administered CDBG award is active and the environmental review is complete. Councilman Sarton moved to approve the HDR proposal and Councilman Smith seconded. The motion passed by voice vote.
Staff said reducing I&I will lower pumping volumes and treatment costs over time and that construction will be coordinated with the county and neighborhood priorities. The council did not award construction contracts at the meeting; the HDR agreement covers the engineering services only.
