"Anything that's left over ... you guys will get 80% of that," Hoag said, describing the previously agreed 80/20 savings split for buyouts and subcontractor savings.

Hoag urged approval by June 2 to secure subcontractor pricing and begin procurement and permitting, saying early award would let the team "lock in material pricing" and start procurement so the project can begin work once permits are issued.

Formal action: Mayor Pro Tem Townsend moved approval of the AIA A133 Exhibit A document package establishing the GMP in the amount of $5,005,919.63; Councilman Sarton seconded. The council approved the motion by voice vote.
Next steps: With the GMP approved, the construction manager will proceed with procurement of subcontractors, lock pricing where possible, submit for permits and begin phased demolition and construction according to the approved schedule. The council and staff said they expect to track buyout savings and report any major changes back to council.
