The Angleton City Council on May 13 approved Ordinance 20250513-026 to rezone approximately 0.36 acres at 627 East Locust from single-family residential (R-6.3) to two-family residential to permit a duplex configuration.
City planning staff explained the request from property owner Dennis Gafford was driven by financing: the mortgage company required consolidation of two lots into one legal parcel to finance two units. The item went before the Planning and Zoning Commission on May 1, which recommended approval 6–2–0 with two conditions: limit the property to two residences and reconcile the plat.
The council opened a public hearing; no members of the public spoke. Mayor Pro Tem Townsend made a motion to approve the rezoning with the two conditions recommended by the planning commission; Councilman Sarton seconded. The council approved the ordinance by voice vote. The ordinance record ties the approval to the land-use map and a nearby pattern of duplex zoning, although staff noted the area contains some rental properties that have not been redeveloped as duplexes.
The approval is regulatory: it changes the zoning designation to allow two-family use on that parcel subject to the two stated conditions. Any future building permits or development will need to comply with consolidated platting and applicable development standards.
