The Angleton Planning and Zoning Commission approved the preliminary plat for Ashland Section 7 and forwarded it to city council, conditioned on the applicant addressing all city‑engineer comments and obtaining referral-agency approvals.
Planning staff told commissioners the section lies within the city’s extraterritorial jurisdiction and the previously approved strategic partnership and development agreement (SPA and DA, approved in 2023). Staff said Section 7 includes 117 lots, five utility reserves for drainage and open space, and six blocks.
“This particular subdivision, as you know, is in our ETJ as part of the SPA and DA, which was further approved in 2023 for the property. Section 7 has 117 lots, 5, utility reserves dealing with drainage, open space as well, and 6 blocks,” Mr. Spriggs told the commission. He said city engineering had identified a list of textual and reference items and that the applicant had responded; staff recommended approval to forward the plat to council once the outstanding items were cleared and the city‑engineer letter issued.
Commissioners asked whether the proposed lot sizes and distribution complied with the terms of the SPA/DA. Mr. Spriggs said staff has been tracking lot counts and that the section would be consistent with prior agreements. During the presentation there was a numbering discrepancy about engineering comments (packet showed 19 items; staff initially described 21); staff later said the difference was a numbering issue and that required responses had been submitted to the city engineer.
Commissioner Townsend moved to approve the preliminary plat subject to referral agency approval and the applicant addressing all engineering comments prior to council consideration; Commissioner Robertson seconded. The motion carried on an affirmative vote. The plat will proceed to the Angleton City Council for final action.
