City of Angleton staff presented proposed amendments to Resolution 2007-R-3A governing the Senior Citizens Commission and asked commissioners for feedback before the package is sent to city council for consideration. The proposed changes would set the commission’s membership at seven residents, require members to be at least 55 years old, and formalize two-year staggered terms.

The changes are intended to align the senior commission with other city advisory boards, staff said. "We are aligning with other city boards," a staff member said during the meeting. Staff described staggered appointments so that four members are appointed in odd-numbered years and three in even-numbered years and said the term length under consideration is two years.

Commissioners discussed two term-limit options. One option would allow members to serve no more than two consecutive terms (four years) with eligibility to be reconsidered after a one-year break. The alternative would allow unlimited consecutive terms provided members reapply and are reappointed by the city council at the end of each term. Staff said the draft presents both options and seeks the commission’s preference.

The proposal also would clarify quorum and vacancy rules. Staff said naming a fixed number of seats makes quorum determinations straightforward; under the draft, vacancies would be filled by city council for the remainder of the unexpired term, with staff notifying the public when a seat is open. The draft includes an attendance provision under which any member absent from three consecutive regular meetings without a valid excuse, as determined by the commission, may be subject to removal.

City council representation on the commission would remain a nonvoting liaison role, staff said. Staff asked commissioners to send further feedback by email if they want more time. No formal vote on the amendments was taken at the meeting; staff will incorporate the commission’s feedback before transmitting the draft to city council.

The meeting opened with a procedural vote to approve the minutes from the commission’s April 7, 2025 meeting. A motion to approve the minutes was made and seconded and the chair said the motion carried.
