The Addison City Council approved a construction contract for Phase 2 of the Laylock Pond improvements to complete landscaping, irrigation and a new decorative wall, and staff said the overall project remains within the previously authorized budget.
What the council approved Parks and recreation staff recommended, and council approved, a construction services agreement with ALCC, LLC (dba Perfect Finished Landscaping) in an amount not to exceed $541,396 to implement Phase 2 of the Laylock Pond project. The Phase 2 scope includes fine grading and plant bed prep, new landscaping, irrigation, turf installation and construction of a crescent wall along Beltline; the Addison Arbor Foundation has proposed a commissioned mosaic feature for the new wall, so staff increased the wall height slightly to accommodate artwork.
Background and procurement Jana Tidwell, director of parks and recreation, summarized project history: the town previously contracted a general contractor (Texas Standard Construction) for the pond earthwork, liner replacement (town elected clay liner to avoid future rework) and stonework. Because landscape work attracted higher markup in the initial bids, staff split the project; the town closed Phase 1 (earthwork and structural work) and publicly solicited proposals for Phase 2. Three firms submitted proposals and staff recommended ALCC/Perfect Finished Landscaping based on price ($492,178 base bid), schedule and references. An owner’s contingency and allowances bring the total construction authorization to $541,396.
Schedule, funding and safety Staff estimated the contractor will complete Phase 2 in early October 2025, assuming normal progress and weather. The project is funded from 2019 bond funds and stormwater funds; Tidwell said the town used owner allowances to address an unexpected pump replacement and that Phase 1 was completed within budget. The security fence around the project will remain in place while work is underway, staff said, and the current contractor arranged temporary fence rental to allow the next contractor to mobilize safely.
Ending Council approved the agreement, and staff will manage Phase 2 construction and return with any required change orders or significant schedule changes.
