Miguel said the county has used an email archiving system for message retention, but that archiving covered only email and not OneDrive/SharePoint data. He described the Heartland service as an annual subscription, budgeted in the county’s IT line, and said the board’s signature was required because of contract language. Supervisors approved the annual renewal in a routine vote. Miguel noted this subscription model reflects a broader trend toward cloud services and recurring fees.
