Legislature approves transfers to start early learning center; personnel, transportation and startup lines funded

The Putnam County Legislature’s Audit & Administration Committee on July 20 approved a set of fund transfers and budget amendments to staff and outfit a new county early learning center.
The committee approved a personnel fund transfer for an early-learning center position and follow-on fund transfers consolidating preschool itinerant services money into transportation and education lines. Committee records show a transfer of $78,540 for education and transportation (3–5) and a separate fund transfer for early-learning startup items totaling $270,250. Committee members said the equipment and furnishings purchased through the startup transfer will be county-owned.
During discussion, staff member Mike and health-department presenters clarified the transfers are internal county reallocations and that salary and equipment will remain county expenditures. The early learning center personnel transfer was described as a county position (preschool program manager) with required qualifications documented in backup materials.
Committee members asked whether any of the transportation funds would flow through school districts; staff said that transportation dollars typically are contracted with private vendors and, where applicable, districts provide payments to the county for students transported to county programs.
The motions to approve the personnel and startup transfers were seconded and carried by voice vote; the transfer for education and transportation (item 10) passed on a roll-call vote in which one legislator recorded an abstention (Legislator Birmingham), Legislator Crowley voted yes and Chairwoman Sage voted yes, and the motion carried.
Officials said the transfers have no net fiscal impact to county fund balance because they represent reallocation within grant- or program-specific lines. The county will continue to present budgetary details for the early learning center as implementation progresses.
