Council approves $92,010 change order and temporary noise-ordinance waiver for Long Rapids Road resurfacing

The Alpena City Council on June 2 approved Change Order No. 1 for the 2024 Long Rapids Road resurfacing project and granted a temporary waiver of the city's noise ordinance to allow limited overnight work.

City Engineer Steve Schultz told the council that the Long Rapids Road resurfacing contract was awarded in August 2024 to Boland Asphalt Paving of East Tawas for $601,129.60. The project uses a milling machine to remove existing asphalt prior to repaving; because that specialized equipment was available locally during the Long Rapids work, staff sought to add three additional streets (Huber Street, Ripley Street and North Second Avenue) at the contractor's unit prices to avoid a second mobilization.

Schultz recommended approval of change order number 1 to extend unit prices to the additional blocks; the unit-price additions total $92,010. He said the unit prices were lower than typical because of the project's larger scale and that adequate funding exists in the major street fund for capital preventative maintenance projects. The council approved the change order and authorized Engineer Steve Schultz, Clerk Soick and Manager Smolinski to sign the change order paperwork.

Schultz also said the contractor has not finalized a final schedule but the city anticipates a short period of overnight work'no longer than five nights and weather dependent'to complete portions of the work. For that reason the council voted to waive the city noise ordinance for the duration of the construction operations on Long Rapids Road and the added Huber, Ripley and North Second Avenue work.

The motions were moved, supported and approved by recorded vote. Council members present voted in favor of both the change order and the temporary noise waiver.
